When Beau Blevins left southwest Virginia after college at Emory & Henry for Richmond, little did he know that his career would lead to indirectly serving the financial health of his hometown of Abington as well as that of some 134 other localities, small and large. During his three years as the director of business development for VACO/VML, he has spearheaded the head-turning growth of the Virginia Investment Pool from $350 million to $2.5 billion.

“It is one of the most successful investment tools for government treasurers,” says Rebecca Longnaker, treasurer of Chesterfield County and a pool board member. “It allows for savings on investment fees while earning participants the most competitive rates in the Commonwealth.”

To achieve buy-ins from municipalities, counties and authorities, Blevins puts in countless miles visiting officials in juggernauts like Fairfax County as well as modest-size jurisdictions such as New Kent County. The next time you see a public recreation center or a highway improvement, the financing may have been enhanced by the investment program. Or perhaps you won’t see any physical evidence of his efforts: “One of the biggest current issues with jurisdictions now is the enhancement of broadband,” says Blevins, whom colleagues consider “a service-oriented leader.”
