He’s consigliere to an overcautious chief executive (No. 1). That and his day job makes Richmond Chief Administrative Officer Byron Marshall one of the easiest people to blame for the slow pace at City Hall. Two years in, we haven’t heard much about reducing poverty or regional transit, but Marshall is gaining respect in the business community as a financially adept and thoughtful bureaucrat. How he manages the outcry over the city jail contract will be a key test. He’s a bit too soft-spoken though. It makes you wonder what he could do if he raised the volume a bit.
