Richmonders take Joe’s Inn for $10,000 in baked spaghetti.

July 22, 1986

No more Mr. Nice Guy. Until the summer of 1986, Fan District institution Joe’s Inn took personal checks, no questions asked. But by that July, the restaurant had received $10,000 in bad checks for the year.
