I always admire Mr. Slipek's articles on Richmond architecture, but in this case he might want to check the history facts on the Empire/November theater a little closer.
Prior to the theater fire in 1927, the Strand had already installed some film projection equipment. After the fire, its facade was not "stripped of ornament." In fact, even after it was renamed the "Booker-T" the facade looked almost identical to the pre-fire Strand with it's ornamentation intact, which included some fanciful Baroque imbellishment not seen in the November Theater restoration. According to most sources, the "moderne" re-styling of the Booker-T facade was executed in the 1950s.
