Law Enforcement. Captain Neal joined the Chesterfield County, Virginia Police Department in 1982. During his tenure he has served in a wide range of assignments which include Uniform Operations, Criminal Investigations, Covert Operations, Director of the Emergency Communications Center, Director of Training, Inspector for the Office of Professional Standards and Watch Commander.

Why are you running as an independent?
I am a professional law enforcement officer, not a politician. Political agendas and political pressure should not be part of public safety.

Why aren't you running as a Democrat or Republican?
As an independent, I will work to get the job done, making the right decisions for the right reasons. I will not have to concern myself with party influence, and there will be no political favors that need to be repaid.

What are your signature policies and campaign issues?
Business Ethics - There is never a right way to do the wrong thing. Leadership - Professional Management and Supervision. Financial Responsibility- Spend wisely, reduce waste and eliminate excess. Accountability - I accept full responsibility for the performance of the agency.

Which political party do you more closely identify with?
I am an honest, hard-working, principled leader with conservative values. I align myself with the candidate that I feel is most closely associated with my positions.

How do you differ most from them? I will only do what I earnestly believe is right.

What changes would bring you into the Democratic or Republican fold? None, I choose to be an independent because of my principles.

How did you arrive at your political convictions?
I was very fortunate to have parents who taught me the difference between right and wrong, to work hard and to always treat people as you wish to be treated.

Are you running to win, or running to bring attention to certain issues? Win.

Who is your political hero? Ronald Reagan.

Is it wrong to steal office supplies? Yes.

What kind of car do you drive? Chevrolet Trailblazer.
