Laurel Park no longer has the attendant, only helmet requirement, and is open dawn-dusk Sat/Sun, and dawn-9p with lights Mon-Fri.

One key thing the author (and commenters) have left out is that the route decision was also based on getting 200 riders and all of the support vehicles around a 180 degree turn safely, at speed. There were only two likely options - Davis or Lee (@ Allen). Jackson would have required shutting down Boulevard. Davis is wide enough and creates a true 180 degree turn, making it a key component of the course design.
