Most of the jail is filled with non violent small drug offenders usually between the ages of 18 and 30. I was in the north side the other day at John Marshall High School and noticed that they do not have a updated track (that is older than the city jail) or lights around their football and baseball fields. This city is failing to invest in its youth ages 14 and up, but will invest money for reactive measures instead of preventative ones. Instead of step down centers lets invest in our youth before they need substance abuse counciling, identifying mental health issues earlier, and all around making their quality of life better.
