Scott's Addition Goes Topless Again 

But not everyone's happy with one new business that's moving in: Richard's Rendezvous, which will become the second topless bar in the area. (Paper Moon, originally the Platinum Club, has been on Norfolk Avenue for several years.)

Richard's Rendezvous is relocating to 1732 Altamont Ave. from its location at 4410 W. Broad St.

"We are concerned about multiple [strip clubs] in the area," says Dixie Hornstein, president of the Scott's Addition Business Association. She worries that two strip clubs within a few blocks of each other could discourage developers.

"A lot of new businesses are moving in, and lot of new residential development is going on," she says. "I also think it could affect quality of life" for residents in the area.

One business, Service Company of Virginia, is moving to Henrico County to get away from the new topless bar, which would have been its next-door neighbor. "I don't want to have a topless bar next to my business," says company president Michael W. Young. "I'm a spiritual person, and I just don't want to be near that business."

City Councilman William J. Pantele, who represents the Scott's Addition area, says he looked into the zoning of the proposed topless bar at the request of constituents and found it's legal.

"There's not much we can do about it," Pantele says. "Am I disappointed? Yes. But I'm not going to let that color my enthusiasm for Scott's Addition."

Richard's Rendezvous owner Richard DeWitt says, "We have no ABC violations or anything, and we plan on moving in and being a nice, quiet club and being an asset to the neighborhood and not being a liability."

Still, some neighbors claim that DeWitt misrepresented the nature of his business by introducing himself as a concrete contractor instead of as a topless-bar owner when he bought the building. DeWitt says that he is a concrete contractor and that he hadn't decided what to do with the building until he found out that his bar was losing its lease on West Broad Street.

"There was no deception at all," he says. "I didn't tell the neighbors right off [about Richard's Rendezvous], but once I found out [about the lease], I called the councilman. We didn't try to hide anything.

"We're a legit business, you know?"
