I have long thought that dispersal as described in the article would dramatically improve the lives of the projects' residences. However, the location of the replacement units is important. They need to be close to a bus line. They shouldn't be in another food desert. I'm sure that other useful criteria exist. In addition, the location of a project being replaced is important. Some projects' locations will be more attractive to developers than others. Interestingly, the most notorious project, Gilpin Court, is probably more attractive to developers than other projects. Don't believe me. Look at the map. It is adjacent to the Biotech Park which is almost out of available land.
