Police Nab Sex Offender at Morrissey House

This week's addition is Harold Christopher Kearney, 46. Convicted in 1988 of forcible sodomy, he resides at 8700 Osborne Turnpike, a house in Varina owned by Delegate Joseph Morrissey - a residence recently visited frequently by police.

The house was once Morrissey's official address, although he provided an address in northern Henrico on Franconia Road to qualify for the House of Delegates seat he won in November. Morrissey told Style Weekly in January that the Varina house was being used as a group home for mentally disabled adults.

Morrissey didn't respond to Style's request for comment by press time. According to the Web site of Virginia Department of Mental Health, Mental Retardation and Substance Abuse Services, which licenses group homes, the facility is operated by TLC Residential Services. The site shows the license as provisional "[d]ue to violations cited during inspections on 10/16/07, 1/24/08, and 2/4/08.?VbCrLf

Meghan McGuire, a spokeswoman for the department, couldn't immediately comment on the nature of the investigation. Morrissey also receives state funds to operate the group home, McGuire says, but the amount also wasn't immediately available.ÿ

Everything the modest Franconia house is not, the Osborne Turnpike house is; visitors describe the latter as a palatial residence overlooking the James River.ÿ

It's also the address where Kearney was picked up May 30 by members of a Virginia State Police task force for failing to re-register with the state police's online sex-offender database.

Kearney was supposed to inform the police of his address and current employment by May 10 after receiving "several warnings,?VbCrLf state police spokeswoman Corinne Geller says. "He failed to do so,?VbCrLf she says. "We arrested him on a sex-offender violation.?VbCrLf

It is unclear whether Kearney was a resident of the state-licensed group home or a tenant with some other agreement with Morrissey, according to investigators and Henrico County Commonwealth's Attorney Wade Kizer.

The 8700 Osborne Turnpike home is also an address once inhabited by a former employee of Morrissey's, Berkeley Alexander, who held Morrissey's power of attorney while the disbarred lawyer lived overseas. Alexander signed over the deed of the Franconia Road home, which his parents owned previously, to Morrissey. It's also the house that Morrissey lists with the State Board of Elections as his official residence, allowing him to hold the 74th District seat in the General Assembly.ÿ

Alexander is also a member of the Virginia State Police's sex-offender database; convicted in 1999 of taking indecent liberties with a child. He currently resides at Henrico County's Jail East facility, according to the state police database, where he moved just prior to signing a plea agreement with Henrico investigators. Alexander admitted to stealing money from the account of a recently deceased woman whose property next door to 8700 Osborne Turnpike was purchased by Morrissey's sister.ÿ

Interestingly, both Kearney and Alexander's prior convictions share commonalities with an ongoing Henrico County Police investigation of 8700 Osborne Turnpike involving allegations of sexual abuse on the property. The alleged victim, whom Henrico Police Lt. Cindy Wood could not identify, is not a resident of the home. Wood says Henrico Police, as part of that investigation, most recently visited the residence April 30.ÿ
