I understand the concern but let's reverse the table. What if the contractors required the city to pay a more realistic price for the services/ goods sold to them rather than the "rock bottom" prices they force businesses into charging when their "competitive" bids are put out... The enormous amount of money businesses have to leave on the table to win these bids could be used to pay their employees more or better yet hire more people. Just remember folks, you can't have your cake and eat it too. Most small businesses are just getting by because of the way these bids are stacked in the city's favor. I agree that the bids should exist to get the most out of the tax payer's dollar but I think they should award them based on more than just price - and I don't care what anyone says - price ALWAYS wins in a bid situation.
