Delighted to see a VSH team member on this list! As a VSH BoD member, '04-'10, I know how hard they've worked to end homelessness across Virginia, and how successful they are with their housing-first and supportive housing development models. This makes my week.

If you give someone just enough to keep them alive, but not enough to thrive - be it food for the mind (education) or food for the body (shelter and/or food) - you guarantee acquiescence to whatever else you have in mind for them. Pernicious poverty is a systemic infection that continues because the antibacterial agents that could end it - good education and enough food to keep your brain from focusing strictly on your empty stomach - are doled out in insufficient doses to end that infection.

Poverty is a major problem in every city in the US. I've lived in a number of those cities, and I have to say that Richmond is doing the worst job I've witnessed yet of attacking the root causes of poverty. Downtown boosterism is great, but until the city does some mental slum clearance of the school board, and some of its most retrogressively-thinking "upstanding citizens" we'll be stuck on fail.
