A life-long record is the root of the problem. There are intelligent people who need to be given a second chance to contribute to their full potential and are being denied fulfilling employment opportunities for which they are otherwise qualified. Making legislative changes to record keeping, at least for non-violent, non-theft, non-sexual offenders would finally give those individuals a chance to shine (in other words, drug offenders). If we provide in the legislature that all drug offenses be erased upon successful completion of probation and strict drug treatment programs (I mean completely erased, not expunged or sealed), I think we will finally see the reduced recidivism rates we are looking for.
