I'm all for keeping small humans out of the dog park since they often react like prey and are easily damaged. I think the age levels have been set rather high; I look at my 6'4" 150lbs 16 year old nephew and think he's probably safer than my shorter/lighter/older wife unsupervised in the dog park.

The small dog area should have much lower age restrictions or none at all, maybe minimum age of 3 (competent walking/running age) and supervised until 10. As long as they aren't mauled in the face, your kid is going to be fine (unless you freak out, which will freak them out and give them a dog complex).

The large dog section would probably be better served with a height OR age restriction, like at least 4 feet tall or older than 12y to get in and supervised until 15y. Sometimes people lose touch with physical and mental capabilities of minors as they themselves age, which I think is the reason they are saying your high school senior needs parental supervision to enter a dog park. As long as the kid is tall enough, it shouldn't be a problem.
