The man was talking in generalities and saying the average of the elite schools. That would mean some schools make more money than others. He might have meant all BCS schools and you have to take into account schools like Duke, Wake Forest, Northwestern, Iowa State, UVA, etc. that aren't elite in the sense that Texas and Alabama are elite football schools.
"And comparing VCU with its 32,000+ students to a small college is inapt. It would seem that the ODU football experience would provide a much better frame of reference."
Again you clearly miss the point. He is refering to I-AA schools, the most probably level at which VCU would play. The I-AA schools are considered "small" even though some of them have 5-8 times the students then I-A schools like Tulsa or Tulane.
