This is lazy writing at best.

Without even considering possible medicaid qualifications, an individual making $16,000 / year (minimum wage-ish) with no other family members will receive subsidies that cover over 75% of the insurance bill for an individual purchasing insurance on the insurance exchange, resulting in a final cost to the insured of something around $550/yr. Much lower than current market costs.
