A lot of good thoughts back and forth.

Here is some realities. Richmond is growing and its demographics are changing. If the City does not take control of development, it will happen based on a completely different set of ethics. I grow up in Alexandria Virginia when the roads out of Northern Virginia were one way into DC in the morning and one way out at night. Everyone sat around and watched developers decide how Northern Virginia would grow.

If there is not a plan put together by the City that has chance of breaking even and honoring the slave trail, in 10 or 20 years you will have private development decide how to honor the slave trail. Make the best deal you can and take it. People are working off the wrong set of assumptions. Development is coming.

I would love the whole area to be developed into a historic area that honors the slave trail. Most of the land is in the hands of developers or the City. Jones really wants to address poverty in Richmond; which requires money; which requires development. A slave trail historic area will not create the development necessary to bring in additional tax money and no one has the money to buy up the property to make a slave trail historic area. Again, make the best deal you can while you have the opportunity. It is sad but it is reality.

Sorry to throw out a cliché but show me the money. If you let Shockoe Slip grow without a plan to honor its slave history without a funding source, it will not happen. See Slave Museum. On the other hand, many ball parks proved no economic value. So show me how these things will pay for itself. If you want to preserve Shockoe Slip for a park system tell me how you will pay for that. If you want to build a ball park tell me how you will pay for that.
