Yep - the same set of rules - as long as those rules benefitted those already in business and kept out the competition. Now that the competition is in they decided the rules don't matter. This happens in every line of business, not just with cabs. They lobby to get the business regulated "to protect the consumer" or some other pretense when in reality it is just to protect the entrenched players. The taxi business was never interested in a level playing field until now? They are the ones that wanted these regs before, too bad for them now.

Funny how the taxi business spent decades in collusion with local government to enact regulations designed to restrict competition, but now that Uber has made an end-run around those regulations the taxis have decided that they don't want those regulations any more. Proof that the rules were there to protect the taxis, not to protect the public. We are all better off with more competition and less government interference in the market.
