Paul, not sure I understand, "Many departments are led and staffed by loyal and dedicated employees." you say. But then, "The problem is with leadership and organization and none of this has improved since the new City Charter was adopted." If they are led correctly and loyal as you state wherein lies the problem? I know where the problem is. When you send seven people out to do a 2 person job to fix a leaking water meter (took 6 months, not mine) and 1 person does the job and one safety observer and the 5 sit around and bs I find that as lack of supervisory skills that is totally lacking in this City. The ones with the real skills that are able to accomplish a job in a expedite manner have left to go onto an environment allows them to grow and also be around individuals that take pride in their work. When the City cleanses the underlying graft and ineptitude, only then will it realize some solvency. But, then again, there is Petersburg. Let's just write off 9 mil off our books. Wish I could do that, don't you?

So well stated Glenn, ty for a voice of reason. I feel also, a strong community starts within and hope that RVA will embrace those attributes that are making this City better.

My we all ask, some have been affected dramatically financial wise by this law and some have been given a new life through the care given. I think somewhere in there can be common ground all can agree. Nothing is free except your soul if you let it, please come together and solve this.
