Thank goodness Sturtevant and other lawyer/legislators in The General Assembly were awake during their Constitutional Law classes. The First Amendment, as passed by the House and Senate and later ratified by the States, reads:

"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances."

The Founding Fathers were neither bone-heads nor knee-jerk reactionaries. They respected the right of citizens to be able to "petition the Government for a redress of grievances."
