If anyone is looking for proof of the math, go read the Times Dispatch's editorial from January 23rd that detailed how Richmond spends 3X as much per capita on beauracracy, 2X as much on public safety, and 3X as much on health and welfare than comparable cities across the Commonwealth. The money is there already just not being spent correctly. Increasing the meals tax is like trying to sober up an alcoholic by giving him only beer. If they want to raise the meals tax by 1.5% then the operating budget of City Hall should also be cut 1.5% and the savings go directly to schools. If these people are serious, let them put some skin in the game.
