Jessica Simmons' River City Tattoo had its humble beginnings on the Boulevard, but now has six locations in the Richmond area that offer a focus on piercing. In addition to being a longtime advocate for safety standards in the piercing industry, Simmons continues to offer occasional free piercings from apprentices. River City is beloved for its tattoo work, with readers voting it No. 1 for the fourth year in a row. Salvation Gallery Tattoo in Oregon Hill offers five artists, including the No. 3 reader-voted artist, Katie Davis. Lucky 13 Tattoo on West Broad offers nine artists and a waiting room with air hockey and pool tables. Between the two, Salvation's portfolio leans more heavily toward birds, while Lucky 13 features a wide variety of skulls.
