You obviously didn't walk around to the front of the building on Broad and Ryland - the entrance is in the alley - you would have seen all of the outdoor seating built for these halls. There is a lot of it.

The consultant is only being hired to create a Master Plan of the type of art that is best for Richmond, not what the art actually is or who creates it. The consultant will do studies, get input from citizens, and listen to a lot of people before the Plan is created, and the Plan will have to be approved before it becomes implemented. The City will then use the Plan to commission local artists in its completion. This is a good thing - the consultant will listen to all viewpoints as she makes the plan, and there will be lots of opportunity for input.
