So the newer gravel paths, level with the grass, produce higher runoff than the old curbed asphalt lanes? To what degree (generally) is the current level of runoff greater the previous level?

Trees were removed and new trees were planted. I don't know what that ratio might be, but you seem to possibly have those answers. If so, would you share them with us?

Why does the author not elaborate on this? Why is this the case? How can this disparity be remedied?

'..parent engagement in itself does not necessarily assure a just or wise outcome. For evidence, we need look no further than Richmond's own history.'

What? Such a peculiar comment to drop at the end of a paragraph. Does this apply to the school system itself, or just within the general history of this old city? Why not enlighten us further on this curious analogy?

Agreed on the lack of movement on the riverside bistro plans, Chugger. And while Stone was indeed lured with a sweet-heart deal, do note this mention above: '..with all proceeds going to local charities'.
