Kazoo - it does make an interesting case, but the shortage is very real. Richmond has different standards than the county for who they want to hire - they're actually hiring lots of "long term subs" in place of full-time teachers, because once hired it's incredibly hard to get fired. RPS, therefore, has a hard time finding people they're comfortable hiring long-term.

TFA is actually the perfect solution for this problem - highly qualified, long-term subs, many of whom train to become highly qualified full-time teachers while in TFA. The cost of hiring these teachers is offset by the money the Board is getting back from the City that they had lost because of stipulations in grants the city had about teacher shortages.

Long story short - if anyone tells you that 1. These teachers are costing the city money (they're not, and if they were it would have been a non-starter for the Board) or are 2. Costing other qualified teacher's jobs (they're not, the district will still have un-filled positions they'll be desperate to fill) they are either mis-informed or lying. If they have problems with TFA itself, that's a different and more rationale conversation.

#1 is citation needed. If you want some counter citations, you've got the entire world of ballpark research at your disposal, since it all contradicts the assertions that ballparks are beneficial to the local economy.
