The city's school superintendent isn't considered much of an improvement over her beleaguered predecessor; she's been accused in some quarters of fudging test scores, burying audits and discouraging alternate viewpoints. Need we mention the recent discovery of unused 5-year-old computer equipment gathering dust in a warehouse? So why is Yvonne Brandon on this list? Well, Richmond schools are the primary reason city residents flee to the counties. Brandon has the power to change that. The city's watching to see what she's willing to do with her power and position.
