23. James J.L. Stegmaier

Chesterfield County Administrator

It's been a tough year for Chesterfield County Administrator James Stegmaier. The county slashed its budget, laying off 100 teachers and faculty, and still reels from the housing collapse. Stegmaier is capable with numbers, but all the cutting means there's little room for big, dreamy, regional projects or anything resembling regional cooperation. There's been little progress since the county voted in a more progressive Board of Supervisors, but we'll withhold judgment while the county gets its house in order.
