18. Delegate M. Kirkland Cox 

Virginia Hosue of Delegates Majority Leader

Just call him the Money Man. Kirk Cox isn’t the highest-ranking member of the House of Delegates Appropriations Committee, but he’s the guy to talk to if you want something to get into the budget. Cox, who represents Colonial Heights and much of Chesterfield, was named majority leader last year and is the presumptive next speaker of the house.
