Justin French Arrested

State police arrest Justin French on charges of forgery.

Justin French was arrested this morning at Richmond International Airport by state police and charged with eight counts of forging and uttering public documents.

French was arrested a little more than a week after federal authorities raided the developer's offices in Shockoe Slip as part of a broad investigation into French's finances and business practices. [Read that story here.]

It's unclear whether more charges could be pending. The state Department of Historic Resources, which oversees the historic tax credit program, has been working with federal authorities for “a long period of time,” says the department's director, Kathleen Kilpatrick.

The department has been reviewing a “substantial number” of French's development projects relating to expenses, which the Internal Revenue Service uses to award tax credits, Kilpatrick says. French was arrested on state charges, not federal.

He’s being held at Richmond City Jail and is scheduled to appear in Richmond General District Court Aug. 16, according to state police.
