Second Place: Pho So 1

Third Place: Don’t Look Back

Since 1952, Joe’s Inn has been serving Richmonders ginormous platters of grandma-approved, cheese-smothered spaghetti with meaty (or not) red sauce, crunchy-oily-briny Greek salads, girth-y submarine sandwiches with a Mount Vesuvius of fries, and lest we forget, the big breakfast, all for less than the $15 mark. Though the in-booth jukes are no longer, the prices and the vibe evoke a timeless nostalgia. Bonus: Double your Joe with a second location in Bon Air. And when you’re searching to stretch your dollar, a colossal bowl of slippery rice noodles in fragrant beef broth with any number of offal-esque (or not) meat from Pho So 1 undoubtedly is a good solution. And of course, in the always-frugal taco department, Don’t Look Back, well, has your back.
