The Virginia Department of Alcoholic Beverage Control conducted what it calls an “Underage Buyer Operation” in the city last week.
It’s a routine sting initiated by ABC’s enforcement division, in which underage buyers are planted as decoys to see which local establishments possessing ABC licenses might sell alcohol to people younger than 21. Licensed establishments are chosen at random by a computer, or else added to the list based on citizen complaints.
In the most recent sting, 13 locations were tested and two locations — both in Carytown — sold alcohol to the underage buyer. Both Thai Diner Too and Bin 22 at Betsy’s will be charged criminally with a Class One misdemeanor and face ABC administrative penalties, says Beth Straeten, an ABC spokeswoman. S
