+1It's a bird-flu extravaganza, as hundreds of officials and emergency workers get together in Richmond for the Virginia Pandemic Influenza Summit at the convention center. Unlike the Cold Pandemic Summit, no chicken soup is served.



-3Richmond sees the first day of spring before it snows, which, of course, causes drivers to freak out and triggers a 42-vehicle chain-reaction wreck on I-64 and Rt. 288. Driving is about the only thing Richmonders do too fast.



-4The Hopewell Police evidence room is unable to track down drugs, $10,000 in cash and other evidence held in about 100 criminal cases, the T-D reports. On the upside, cash and drugs are reinvested into the local economy.



0In the midst of speculation and a straw poll about his prospects for the White House, Sen. George Allen visits Richmond to tour a business, a school and speak with a Rotary Club. How very presidential. Now all he needs is a scandal.



-3Still unable to reach an agreement on the state budget, state legislators prepare to return to Richmond for a special session, racking up overtime bills for taxpayers the longer they argue. Idea: Take the Solomon route, and threaten to cut the budget in half.
