City Council zeroed the administration's proposed $2.5 million in the budget to buy parkland, a move supported by the master plan she helped sculpt. Then an employee filed and withdrew an embarrassing lawsuit against her for calling him an idiot in front of co-workers. That City Hall's lone ranger survives is testament to her grassroots support.
