The conservative sidekick to Bill Goodwin (No. 3), Booty Armstrong is more outspoken than his partner and has considerable sway in local power circles. He's still chairman of the powerful Community Foundation and has close ties to Rep. Eric Cantor (No. 4), but it's been awhile since Armstrong, who's had medical issues of late, whipped out his “cut the fat” butcher knife. Since Mayor Jones (No. 7) took office, the battle front has cooled, but he and others aren't sure much is getting done at City Hall.
