Poverty has long been a city problem. But for the first time the counties are home to more of the area's impoverished — and there seems to be no end in sight. Julian, holding his daughter Angelica, 6, lives in Chesterfield County. He brings home less than $250 a week as a mechanic and said in March he planned to move his family back home to Mexico later this year. His children still see their future in the United States.

Photographer's note: The expressions make the shot for me. The dad looks like he's carrying the weight of the world and the young girl seems resigned yet hopeful.
