How much is a Richmond politician worth? City Councilwoman Gwen Hedgepeth answered the age-old question: less than the trade-in value on a 1998 Ford Taurus. In fact, it's likely that the $2,000 that landed Hedgepeth in the pokey back in 2004 wouldn't have covered the cost of the hidden video camera that FBI agents used to snag her.

Runners-Up: Robert E. Lee — not the Confederate general, but the Peeping Tom who constructed a masterbatorium above the women's changing room at a local Sears. Former City Councilman Sa'ad El Amin, who left us in 2003 after the feds collared him for tax evasion and general naughtiness. And that guy who got caught for secretly installing surveillance equipment in his female neighbor's home. You think you know creepy? Imagine waking up to a blinking red light above your bed.
