Cooler Than Richmond

The enigmatic Paul Keevil came to America as a British rock guitarist and wound up working at a Sunset Strip restaurant called Millie's and Jack's. In 1989, he introduced California cuisine to Richmond at Millie's near Tobacco Row, but laments that the expanding restaurant scene is complacent, providing "a lot of water but not much to drink." He faults eateries that lack flair and flavor, and ideas not well executed. His goal is to create "wow, a party every day."
