Snow-haters rejoice! The time has come to show that winter who's boss.

Much has been made over the years of the hysteria that grips Richmond each winter. You know the drill: At the merest hint of white, city residents stampede to the nearest grocery store to loot the bread and milk, their eyes glassy with fear from the lingering memory of the Blizzard of '96. The highways become twisted nightmares of bumper-to-bumper traffic because -- as anyone from a northern city will smugly declare -- Richmond cannot drive in the snow. Then comes the hand-wringing, the hyping, the special coverage on TV news, the rescheduled events and the school closings -- all before a single flake has even reached the ground.
