      <![CDATA[I think it's going to be pretty hard to convince people that they don't need cars, especially ones that already have a vehicle. A well-designed public transportation option still doesn't address needs for those living outside of the fan (including visitors and restaurant goers) who have no choice but to drive in, and it also fails to account for people who like to be able to travel to places outside of Richmond.

      <![CDATA[I think Kazoo is pointing out that the city should encourage conversion of these homes back to single family status and go after illegal apartment conversions as well as all the carriage houses that have been illegally converted to a rental unit. Pretty much all these homes at one time had room for at least two cars to park in the back of the house off the alley.

      <![CDATA[Why has no one mentioned an obvious problem: Too many Fan houses are duplexes and rentals, which by the way are never very well maintained by their remote owners. These houses--and there are many--can have 3-6 people living in one house or converted house.

Renters’ upset in the blocks impacted by the proposed parking restriction was apparently initially caused by some miscommunication regarding the availability of guest passes to the aforementioned renters versus homeowners. If the purpose of the story was to not detail the upset of renters over this misunderstanding, then why include the statement about loud protests being sparked?

      <![CDATA[There has yet to be a comprehensive plan developed for parking in the Fan and this trial plan on West Ave. is the latest band-aid fix. The permit-only parking has created a domino effect - it first stopped at Lombardy Street and now stops at Meadow St.  There have been discussions to move the permit line even further west.

<a href="http://richmond.com/" rel="nofollow" target="_blank">Richmond.com</a> ran a story a few weeks ago regarding these proposed parking changes, which really only affect the West Ave blocks and a few side streets, where the initial claim was made that guest passes would be only available to homeowners on the target blocks. The <a href="http://richmond.com/" rel="nofollow" target="_blank">Richmond.com</a> writer later had to post an update, which was essentially a retraction.

      <![CDATA[If the governor is going to shift the tax burden toward vehicles that are environmental and urban friendly and away from those that are irresponsible, it's up to the municipalities to promote balance. The City could place a fee on vehicles that escalates the longer the vehicle is, and implement a higher fee to be placed on a second car.

      <![CDATA[Unfortunately these new restrictions will negatively impact my decisions to eat in restaurants in the fan. It is easier to find a space on around E broad and visit Tarrants or Comfort than fight for a chance for an hour spot to eat in the fan where I may use up my parking time, waiting for a table.

      <![CDATA[The other factor to consider is that every street in the Fan has an alley. Virtually every home should have two parking spaces located off of the alley so given that fact and the one space in front of the house, logic says there shouldn't be a significant problem....unless the alley parking spaces have been removed to increase the size of backyards.
