      <![CDATA[As somebody who lives in The Fan and who has <br>
negotiated numerous Wrongful Death claims with families of cycling victims, I cannot tell you how upset it makes me to see so many bike riders who seem completely oblivious to their need for reflective clothing, helmets, lights and other safety measures. I wish somebody with the cycling association would start a BIG, LOUD, SAFETY Campaign in this city because you need one.

Smoking a cigarette while you try to fix a gas leak is also perfectly legal but it is ill-advised. If you make the choice to do something stupid, such as ride your bike in busy city traffic with little to no precautions, be they required by the law or not, then don't be surprised when if you are involved in a accident you wind up with your brains spread along the sidewalk instead of walking away with a bruise.

      <![CDATA[Packfan's comment is right on point and brings up a serious issue with cyclists in the City. I live in the City and it is very concerning the significant number of cyclists I see riding without helmets; nighttime is even worse when in addition to no helmet, they have no lights, no reflectors and are often wearing dark clothes.

First I'm pretty sure that's a woman. Second, since helmets are not required by law in the City of Richmond for an individual over the age of 14, your point is completely moot.

      <![CDATA[As an active mountain biker in the area, I must say its not cool to depict in a story about making Virginia a safer place for cyclists a photograph of a biker riding the city streets without a helmet on, nor does it appear as if he has reflectors on his spokes.
