      <![CDATA[As a former economic development professional for the city, a city resident, and city business owner, I would ask IBM to examine the following:<br>

The city puts $1.4 Million every year into the Greater Richmond Partnership (GRP), a public/private organization (think Fannie Mae) that promotes "the region" (the city plus the three adjacent counties) to businesses who may want to relocate here. I see two problems with this.

      <![CDATA[The city should have chosen a school improvement program: i.e. Fix the schools and fix the community. Second, and not on the mentioned list , use the smart people to select a group of local smart people to solve problems.
