      <![CDATA[I agree with you City taxpayer, what's more, anyone in government that has been in a position to hire a firm to conduct a study, will tell you that the first question the firm asks is "what do you want the results to favor?", and miraculously, they will favor that result. Boss Hogg is not the first to play this trick, he is just another of a long list of "followers".
