      <![CDATA[The City has been advised by previous consultant studies that the water and sewer Service Charges are too high and that they should reduce the Service Charge and increase the volumetric rates which would recover the reduced revenue.<br>
This would correct the inequity that now exists where the small consumer now pays about 79 % of their total bill in service charges.<br>
This is a question of backward economics so the city financial folks do not have to make reasonable estimates of consumption.<br>
Also the funds that are paid to the City by the DPU are not consistent with the operating practices recommended by national water utilities organizations.<br>
The DUP should be operated as a completely separate financial entity . R. Bedell
