      <![CDATA[The mayor needed city council approval to accept less than the full amount, however when they started their shennanegans he decided to ask the RMA for the full amount to bypass city council.<br>
<br>
Also, quite honestly I'm not sure how I'm not sure what the point of the article is.  How does the city getting back money that is rightfully owed to it preclude the RMA from entering a privatization deal and why does it need to be now. <br>
<br>
It's interest how the press criticizes Richmond leadership for studying everything to death however when something substantial is done they are criticized for not studying it enough.
