Jerry S. - the laws as written are not always followed. Besides the arguments that more points should go to the home team in the name of trickle down economic benefit, it appears very clearly there is something fishy here.

Take what is written above (Pro Richmond) and add this:

Peter Chapman was under scruitney of the Denver auditor for conflict of interest issues.

Not really surprising (see previous comments by yours truly re the clueless-ness of the denizens of RVA's City Hall), sorry to hear that said clueless-ness has smacked Mad+Main's mad man Dave Saunders upside the head.

It will be interesting to see what the final tally is: does Denver keep the business? Or does city leadership actually wake up and realize that they have a literal embarrassment of riches right here at home, branding/ad/creative-wise?

Hiring a firm out of state not only hurts current local businesses, but the message it sends from an economic development stand point, is that Richmond has such a poor labor pool it has to outsource from out of state. Isn't that rather self defeating for the city's Department of Economic and Community Development.
