      <![CDATA[From personal experience with an official with Henrico's Division of Community Maintenance I was told that if an owner/renter erects a "privacy fence," the County officials investigating noise of roosters, regardless of their number or proximity to a neighbor's property line, cannot enforce the County Code restricting the number or noise of roosters and chickens. They cannot look over or through said fence.

We are not advocating for roosters. We are waiting for Richmond to legalize what is *perfectly legal* in Ashland, Charlottesville, Petersburg, what our Virginia extentiona agency has already written about, and pretty much most other cities in this nation already embrace - just google some of your favorite cities and then add "coop tour" to the results... you can see what bigger cities are already doing.<br>

So yes, we are waiting for Richmond to catch up.<br>
<br>
Richmond has a long history of legal hens in the city, and people now want to return to a more sustainable lifestyle, and we see it as a basic food right that is already allowed pretty much in every other place in the country.<br>
<br>
As for a chicken getting out, no one wants that for reasons you mentioned- unleashed dogs.

Google your favorite cities and then add "coop tour" and you just might be surprised how many bigger cities you admire not only embrace hens but have added Annual Coop Tours to their cultural agenda, most who even raise money for local community causes like their food bank.<br>
<br>
In fact, Raleigh's Tour D'Coop just raised over $5,000 and 3,000 pounds of food for their local food bank last month!

      <![CDATA[My neighbors KIDS are loud at all hours, in the morning by the bus stop, at night when they're playing, the people with a backyard coop and laying hens close by go totally unnoticed in comparison to the regular sounds of my neighborhood. The screams and yelling from the busstop at 730am are not acceptable when you have neighbors in close proximity.
