Sarah Paylin, FYI, I didn't include the $1 million in "in kind" contributions in my cash tally because there's really no monetary or tax expenditure involved with letting the movie company use (presumably) vacant office space. So, I'll stick with the $3.5 million number.

The "final take" I take from this is that Virginians and the Commonwealth will make money that they would otherwise not make. My understanding is the monies in question are deferments, not money that is already in the treasury.
No, there may be a promised return, but it often does not materialize.

Often the real cost of corporate welfare though is the time and attention that is wasted.

Check your arithmetic - "$1 million from the Governor's Motion Picture Opportunity Fund and $2.5 million from the Virginia Motion Picture Tax Credit program — as well as another $1 million worth of in-kind services such as office space" That's $ 4.5 million. If you're correct about the rest of the math, the state stands to lose $0.5 to $1 million - more than the funds saved by zeroing out NPR.
