      <![CDATA[I think this deck was poorly planned - it's awful looking with nothing on the street to interest passerbys. This was exactly the complaint with the deck on 17th and they promised to do better next time.

      <![CDATA[Comparisons to Grace Street are valid, Denny, but I would argue the area is changing--Just not fast enough for anything to locate Downtown at 7th and Franklin now. Another major obstacle for adding retail space involves how much red tape there is involved with State owned property being rented out for retail purposes.

      <![CDATA[Scott:  Take a walk one block north to Grace St.  Look at all the vacant retail space there. Why would it have made sense to add more retail space at the street level in the parking garage when the shops on Grace St. are empty?

<br>
The State should have put ground floor retail in, but they bully the City around, not caring about the effect their decisions have on it.<br>
<br>
