It seems the only things that have returned on the investment seem to be the shelter. The schools waste too much money and children don't graduate...same with classroom.

The city leaders have been convinced that Center Stage, Convention Center, Canal Walk would generate lots of revenue that could then be put into the schools but it's never materialized.

Its pretty easy to see them if you look at all the facilities that have taken public money and compare them-

Center Stage and Convention Center vs. animal shelter and schools.
Canal Walk vs. City parks.
