      <![CDATA[If the School Board would get rid of some of the administrators on the 17th floor, and the CUBS (Cousins, Uncles, Brothers and Sisters),  they would have money to spare. The PR flack's comments about "service levels" is especially telling in that there is no mention of children or students.
